DP for new born baby

Hi, I am a EP holder. My wife holds a DP.
I recently had a baby boy who was born outside of Singapore. The DP application was successful, but when trying to download IPA document, it asks for the baby's travel pass.
The options it gives is "Special Pass", "LTVP", "STVP" ..etc.

But since the baby is not in Singapore, he doesnot have any of these. This implies that baby needs to travel on a tourist visa first and then be elligble for DP. Which was not the case for me or my wife. We both travelled on IPA document.

Can someone explain me what to do? Getting a tourist/visit visa is not easy for my nationality because I need to get some PR or citizen to sponsor me. I dont have anyone who can do this for me.

Usually the IPA acts as a 1-time entry permit, and ICA officer stamps on baby's passport the 30 days stay pass.
