It's a voltage and frequency converter - makes sense if you need the frequency properly converted too.
Inverters are totally different.

Oh my sweet summer child.... how else does it convert one frequency to another if it doesn't do this:
Input AC @ any frequency -> rectify to DC -> Inverter converts back to AC at desired frequency and voltage.
Now if you're talking about an old fashioned Motor-Generator set up I'll agree but considering the last one I saw operational was around 1979 I assume not.

Just curious who needs to convert frequency? Besides some exotic turntables and Hammond tonewheel organs?

For consumer goods only antiques. For industrial applications there is a huge market. We have a division that makes reduction gearboxes just for this application (60Hz turbine to 50Hz generators in the MW size) and I know from my process control days that is makes a massive difference when designing large material handling systems.
