Hello everyone,
I'm from India and married to filipina since 2012. Married here in singapore(ROM).We are both Spass holder.
I finished diploma in india year 2001. I came to singapore in the year 2005.
I also studied local diploma 3yr as part-time at Nanyang Poly. Then, finished 1yr bachelor degree at heriot watt via trent global. I also have certificate for fire safety manager.
My salary is $3,600 and my wife earning $2,925.00.
We applied for PR for 4times now. 3 applications were rejected and now my 4th application is pending since end of may 2017.
3rd week of october, i received a letter from ICA requesting for my local diploma and transcript. And i submitted to them accordingly.
With this, i want to seek for your advise for following:
1) what are the chances that our Application will be approved?
2) if i change employer, will it affect my application?

45:55 for:against. Both of you are not on most favoured status with ICA. Indians because of the shift in demographics over the past 17 years (with Indians gaining 2% and the Majority Chinese losing about the same). Filipinos, because, like Caucasian and other races not of the Four Major races also have a diminished chance. However, nothing here, as you know, is cast in stone, so the only thing you can do is 'buys yer ticket and take yer chances".
The fact that they have asked for your local transcripts is a good sign as it means at least it's not languishing at the bottom of some stack that they hope disappears. So there is always a chance.

Is there any human input at all in the decision making process other than to tweak the weightings for each variable in the system?

So that's +400 new applications every work day.
No way they've got 25 top qualified civil servants vetting these full time.
How about "less-qualified" vetters? Obviously they would be easier to replace with automation. A fully streamlined process with the new digital-only PR application.
Not to mention that the selection criteria itself is probably heavily data driven & dynamic. Score another one for computers doing the picking, with specific cases flagged for human review.

And putting the applications on line makes the process more mechanistic and better lends itself to automation. It's simply a criteria match. If you get a match then a low level clerk checks the documentation provided, all others get an automated rejection email. If the documentation is in order then you get a higher level check, pass that and you are in.
Less time, less people and they get $100 per application. It's a win win for the govt. And it's sensible.

Also note that with a largely automated process & zero queues on the new digital PR application, ICA is able to handle even more people applying for PR, thus widening the candidate pool & yes, collect another +S$10m for the government coffers!
Although I'm not quite sure about their logic in waiting more than, say, 3 months in returning the result for a PR applicant.

Maybe can defray some of the potential rise in GST with the revenue raised from this exercise.
