NO

Unless he plans to commit another crime

Is it that bad?

He should seek assistance from 27 Napier Road for advice

Out of curiosity, if your passport is seized by police as per the OP, what does that do for Visa overstay?

Does ICA implicitely extend his Visa?

Maybe it's like the old song, "Sixteen Tons". "If the right one doesn't get you then the left one will!"

If a person is under investigation, depending upon the severity

a) person gets a special pass, which is extended on a monthly basis, and person is allowed to work ANY job

b) person gets a special pass, extended on a weekly basis, and person can't work ! they need to report to the IO to get the extension.

The visa will be extended until the person's case is over. May take a few months to a year some times.

Can his investigation really last up to two years?

The answer to this question is a very wide one and it basically depends on the charge and whether it's possible to compound it (i.e. pay fine). It sounds as though he has committed a seizable offence however. I hope your B/F has sought assistance from the US Embassy?
I not lawyer/teacher/CPA.
You've been arrested? Law Society of Singapore can provide referrals.
You want an International School job? School website or http://www.ISS.edu
Your rugrat needs a School? Avoid for profit schools
You need Tax advice? Ask a CPA
You ran away without doing NS? Shame on you!
