But honestly It's easier to hirer "foreign talents" to work than Singaporeans. Working hours and pay wise. But just the quota really hard to meet.

I really think it depends on which approving officer handles the case as PR applications are so subjective in nature. No hard and fix rule to determine if an application should be approved or rejected. Good luck man

Hiring process is not easy, be it locals or foreigners. Just to share my personal experience with you, we were looking for a Marketing Executive which was open to everyone. Majority of the candidates were either from HR background, Admin or IT executive. One of them, when asked during the interview as to why has she applied for the post, she replied i just applied for fun!

To deal with this, we have a system in place, a comprehensive in house training coupled with a detailed work flow which makes it easier for us to work with anyone who is willing to learn and grow with the organization.
