Registering blue IC before 16 birthday

Registering blue IC before 16 birthday

Hi there, we are Singapore PR and have just migrated to the USA. For my son, we understand that the ICA requires Permanent Resident to register their blue IC before their 16th birthday, and my son is now 15 and will turn 16 in 2 months time, knowing that he wants to give up having a Singapore PR status, can he not proceed to register his blue IC or he must still register his blue IC before reaches 16 years of age, is it still against Singapore law if he do not wish to register ?
Should we inform ICA to renounce my son's blue IC, the problem is that he only have Re-entry permit which is still valid and he do not have the actual blue IC yet and there is nothing to renounce it, please advice if I am correct to say it ? Thank you people, appreciate for any feedback comments.

I can't say what but let me put a 1$ bet that your son need to serve NS..

You need to read up on this topic in the strictly speaking section. There is a risk your son may already have an NS liability. Was he sent a letter around 13 informing him that he has to request an exit permit when overseas for more than 3 months? (see https://www.cmpb.gov.sg/cmpb/before-ns/ ... -and-bond/).

IF you want him to be released from an NS liability (should he have one) there is a strict procedure outlined by CMPB that needs to be followed and you need to start is NOW. However certainly do NOT register for a blue IC if he does not intend to return to Singapore or retain PR - as he does not live in Singapore he does not need an IC. He should also take formal steps to cancel or renounce his PR via your nearest Singapore high commission ASAP - before his next birthday. There are some forms around for this - you may have to speak to ICA as they are hiding them more and more. The only additional comment I would add is that there is no 'have you cake and eat it with Singapore'.

IF you want to keep the door open to Singapore for a 2nd gen PR son you need to accept NS liability for your son and that includes following procedures for NRIC etc.

Some friends recently cancelled their 16 yo son's PR with no major issues when they moved back to the US.

PS if you have no received a letter by the time your son is 14 or so check the address you have registered with ICA. As overseas PR's the onus is on you to inform ICA of your correct address.

Mmm - on second thoughts according to this link you don't need to worry if outside Singapore. He can apply on return for an NRIC.

Very helpful information and very grateful to your many kind feedback. I will most probably just cancel/renounce my son's IC even before he reaches 16 as he is happy where he is now, he had expressed not willing to stay in Singapore, future is theirs to discover and to encounter every difficult issues.

I think you mean cancel PR. I concur with your choice as it does not should not impact the ability of your to return to Singapore on an EP should he wish in the future.
