Re: release banned
I think you'd have to appeal to a minister for this. The TB ban is law and as such only a minister can over ride it. Frankly I would simply enjoy your good health and not worry about Singapore in your future.
I not lawyer/teacher/CPA.
You've been arrested? Law Society of Singapore can provide referrals.
You want an International School job? School website or http://www.ISS.edu
Your rugrat needs a School? Avoid for profit schools
You need Tax advice? Ask a CPA
You ran away without doing NS? Shame on you!

how/who declared you are "cure from your TB"?
did you default on any treatment?
do you have a series of further (but recent) evidence of your good health?
how did you "appeal 3x to release your ban"?

You need a declaration from a doctor recognized by Singapore - normally a doctor or specialist in a Singapore Govt Hospital. Ring and ask these people for advise:

Re: release banned
There's no point in getting a declaration from an Indo doctor.
Work on getting a health basis visa (STVP) from Singapore High Comm on the basis of having consultation at TTSH.
