Wanted to check if second company can apply for EP application if some one has already obtained IPA for first company?

If the IPA from the first company has not been issued or cancelled, then No.

Seems like all the PR applications pending irrespective of nationality, race and profile...No approval/Rejections.. No idea what is going on..
