Is anyone aware whether or not a foreigner can travel in and out of Singapore as a tourist if they are listed in Singapore as a Bankrupt individual?

Not without permission. If a foreigner is bankrupted while in Singapore their details with be with ICA and it is illegal to travel for a holiday or otherwise without the permission of the trustees. The person's gonna get arrested on arrival if they left after being declared insolvent.
If they were declared insolvent when out of country, they can be held till IPTO gives their decision.
Where is this person from anyway ?
