It is entirely possible. We don't know, but we know that they have the capabilities.

Hi i have been applying for PR for so many times now and as always it's rejected, i've been here in singapore since Aug 2005 holding an S Pass and my wife and son have been here since Aug 2009.
I have a recent appeal for my application last 29 Dec 2016 and still its Pending.
Do i have a chance of getting a possible result?
Thanks

Chances of appeals getting approved are very very rare. But sometimes, strange things do happen.
You may need to show some improvement in your career and move up from the S Pass to EP Pass and that might help to show an increase in your salary and progress in your career.

I have friends who have received the PR rejection letter for their appeals 6-8 months later.

We are indian family with 2 daughters. I am working in a simcon company since 2012 here in sg as a firmware engineer. My sal is 110+ k/annum. My wife is working as a part time teacher earning very little 500$/month. Both daughters are studying in local primary school.
My application are:
Jan2014: Aug2014 (reject)
Jan2016: Apr2016(reject)
Jan2017: Apr2017(reject)
We are puzzled why the application is not successful?
What EP pass are you working on P2 or P1? Also what pass is your wife on?
2014 and 2016 were too early for you to apply. Wait for 2 more years, show increase in your skills, salary etc and try again.
The P1/P2 nomenclature has been eliminated long ago. When MoM has stopped using it, why are you still using it?
Also, P1 used to be 8k. If P1 still existed, the level would probably be 10k or 18k who knows.
