No and No. There are variations in ceilings between 7'10" and 13' with most somewhere around the 8' mark. Cellers are underground carparks. Singapore is a small island, not much land for carparks so they are under the buildings with only a limited amount on the surface (if at all).

To add; there are some
condo's (penthouse) that come in dual or triple floor layouts. The top floor maybe open to the sky or it may some crappy cramped mezzanine floor. Don't rent one if you can't climb stairs.
