EP Application withdrawl processing time

Hi,
I recently got a job at a tech startup and they applied EP for me. It got approved in a couple of days and I got the IPA. But they made a strategic change and decided to close my current position for a while, so I looked for another job and got it after a few days. At this point I havent yet gotten the EP from the first company. Just the IPA.
Now for the second employer to apply for a new EP application for me, the first employer has to cancel my IPA. I mentioned this to the first company's HR and he sent me a message saying he submitted an application for withdrawl of my ep application today.
Is it the same as cancelling the IPA? If so, do you have any idea how long it might take to finish processing my cancellation request.? The reason I ask is my second employer wants to speed things up and apply EP asap.
Can the second employer submit an EP application for me while the cancellation request is being processed?

in the past, you can submit a New pass application, without cancelling the previous pass, but you can't collect the new one, before cancelling the previous one. Cancellation should be fast, 2 or 3 days.

I think you misunderstood. I don't have an active EP yet. Just the IPA letter. The status of my EP application shows 'Approved'.
So assuming tomorrow, the status of my ep application with the first employer is still 'Approved' instead of 'Withdrawn', is it safe to submit a new ep application with the second company? I heard somewhere on this forum that submitting a new ep application when you already have an active IPA is like throwing a wrench in the machine and the application might get stuck for a long time.
Should I wait till the status is changed to 'Withdrawn'?

Once the IPA is issued by MOM, that IPA must be cancelled via EPOL, or MOM won't issue the next IPA, as I recall.

And to reiterate withdrawing an application regardless IPA being issued, doesn't take long.

Get the first employer to confirm withdrawal of application before the second employer submits the new application.
