You are right x9200, but in Singapore they think they are not. Weird as the devil! I've had this "discussion" with my local Catholic wife for 37 years now. (it's not a discussion however when trying to "discuss" it with a Singaporean Roman Catholic).

It's pretty easy to tell the poster is a local Catholic.

Well - I kept quoting scriptures.... and the final straw was when someone (I won't assume it was Fr Tan but probably some admin person) bore false witness to the SPCA and misrepresented the situation. I reminded Fr Tan of this commandment and 'poof' the dog was gone. Thank you Fr Tan.

There are actually organizations promoting chained dog awareness that would be happy to remove the dog from the premises if they can ascertain that the dog is indeed being chained up as you say. A simple google search should lead you to the relevant organizations.
