You don't need to look at their future plans. Just critically analyse their profile. A couple who has not completed their first REP is ready to apply for SC. Unless they are Chinese Table Tennis players or other sporting talents, I would doubt that the Govt would give Citizenship without at least 2 REP cycles.

I would disagree here. I know of SPRs with just one 1 REP cycle who applied and got their SC application approved. They are just graduates from NUS who worked in Singapore for 5 years. One guy had to praise Singapore and Joseph Schooling. This is why I was worried! Also he volunteered with non profit organization (Aidha) like this couple. This is the usual pattern

Well if you are Singapore citizen and you are free, you can always call ICA or write an email to complain to them with your personal details (so that they can verify) as well as you friends details and name. Or you can always go to your MP to complain

To be completely fair it should be also realized that we actually don't know if this couple is honest in their devotion to Singapore or not. There is nothing wrong in studying abroad and Singapore may benefits from such people providing they come back.
Because some foreigners abuse the system, chances for those really intending to settle down in Singapore are also lower. Is it really ok to condemn them for having a plan B?

Yes OP you can choose to DO the right thing, take ACTION, or keep quiet and risk being surrounded by the likes of those you mentioned in a not too distant future. Report them to ICA and be a responsible citizen.

but to write to ICA what proof the guy has that the couple won't be good citizens ? Oh, btw, i don't know how getting citizenship can be a stepping stone, as it comes with its own perils - including Trump's anti Singapore comments

Looks like Singaporeans have the privilege to work in the US using the H1B1 program. This is easier to get if you are a Singaporean since it is meant for people only from Singapore and Chile. 5000 openings annually. That kind of sums it up! Trump's sentiments are towards religion and illegal immigrants. It never harms anyone who goes there on a legal visa

so what proof you Gonna submit to ICA ?
PS, Trump mentioned Singapore as one of the countries that have stolen jobs from USA.

For netflix: Well as I said earlier, if you are so free and have nothing better to do instead of upgrading your skills as recommended recently by the Singapore future economy committee. Then, you can meet your friend, asked him/her again about his intention of obtaining Singapore citizenship and record it down or better if you can make a video when your friend saying it or obtain the CCTV. Then you can submit this evidence to ICA personally with your a copy of your IC and also the name of your friend or IC number even better if you know the application number. Maybe after this then you can apply to CID or become a private detective
