LTVP agency - parent of EP holder

I am EP holder looking for LTVP for my parents. My employer referred me to the employment agency who processed my EP. They are charging > SGD 500 just for processing fees for 2 people. Is this the market rate ? Else can I go to a different agent to get it processed ? Any referrals ?

How to apply

To apply, your employer will need to submit a separate application for each family member. The application can be submitted together with the Employment Pass application or separately

Stupidity comes in all shapes and sizes and nationalities. What I was told, several years ago, by the ICA officer who actually approved my PR a quarter of a century ago, is that applications from agencies and via lawyers are looked at even harder the the normal application as they reckon the applicants are trying to hide something and hoping the agency/lawyer can do a work-around.

Most agencies will give you a free quotation AND reserve the right of refusal to do your application. The reason? All agencies like to claim a 90 to 100% success rate. The only way they can do that is convince rubes that they need to use an agency and then trot out their success rate (which is based of stuff a N level holder could do in their sleep). Those that have any chance of denial will usually be refused. Therefore if the agency consents to do your application for you, they you know a secondary school kid could do it just as easy and accurately. That doesn't say too much about the applicant then. But is does get you Kudos from the agency for throwing money away in their garbage can.

From what I understand employers outsource the paperwork for pass application to agents, but the authorised signatory is the employer. Employer pays the agency the commission for doing the paperwork.

I think in OPs case the employer is telling that they won't pay the commission for doing the paperwork, but I find that weird. If the pass application is employer's responsibility, then they would foot the agent fee when they outsource it. But in any case I don't think the OP has a choice, either the employer has to do it or an authorized agent, I don't think OP has access to Employer's EP online section to apply for passes.
