If they are overworked and don't get paid a reasonably salary when compared with their peers in other industries, then they are poorly paid. In my book poorly paid and underpaid are one and the same.

For me, poorly paid = paid not enough for basic living needs. Underpaid = paid less than one should be for the work performed.
