That's what I did, I also sent to them a letter of support of my supervisor. I don't know how much time it will take but my semester will start on the 9th of January. I probably won't get it in time :(

Doesn't the educational establishment do the appealing?

What potential negatives do you think you have for your application?

Well, there are 2 things. At first the NTU had not my official certificate of Master's degree, I gave them a provisional one because I didn't get it yet.
The second reason is I think my nationality because a student from Maghreb didn't go to Singapore usually so maybe it's a little bit suspicious.

Any student activities that the Singapore Government might be alarmed about? I.e. membership of radical political or religious organisations?

Nothing I'm not a member of any organisation this is why I can't understand their rejection, but maybe they are worried about that

I am a little surprised at this.
I not lawyer/teacher/CPA.
You've been arrested? Law Society of Singapore can provide referrals.
You want an International School job? School website or http://www.ISS.edu
Your rugrat needs a School? Avoid for profit schools
You need Tax advice? Ask a CPA
You ran away without doing NS? Shame on you!

If you don't need to be in class see if you can begin the work remotely with your advisor etc.

Really sorry to hear this. I hope it works out for you.

But working remotely does not sound good. Most PhD students anyways do courses in the first year or so . They really work with supervisors later on.

My advice will be: Request NTU to defer admission by 1 semester. If your case is approved, join in July.

Meanwhile, work on Plan B. If you can get PhD offer from NTU, perhaps you can get something in Europe also.
