NS Defaulters (brothers) sentenced to jail & fine

Another couple of runners back to India where they spent most of their lives but left without following proper protocols. One with fine, one with jail, both have done/doing NS. One was even was accepted into OCS but it was cut short by the case. The other was in the SG50 Nat'l day parade.

It would appear that it was their intention to do NS all along.

So why not do it at the correct time?

Just seems a bit odd.
