Keep applying pr for son or apply sc as a family

Good afternoon,

We are thinking of whether we should apply SC for our family in the near future or keep applying pr for our second son. Our son was born in Singapore in 2011 but he is still on ltsvp.

Main applicant: Vietnamese male 37yo, MBA holder from US uni.
Wife: Vietnamese, 33yo, degree holder from Vietnamese uni, housewife.
Children: 2 sons 10yo and 5yo
Parents and elder son moved to Singapore in 2007 and have been PR since 2009, younger son's pr applications were rejected 4 times in 2011, 2012, 2013 and Nov 2015

Job: investment banking, basic salary 250k p.a plus bonus, been with the current company (third one since moved to Singapore) for 5y.
Purchased our private apt in 2011, have never owned hdb.

Would you advise us to keep applying PR for our younger son or apply for SC as a family? Which option would have a better chance of success?

What is your real long time plan on settling in Singapore? Make a decision based on that and not based on which option will give you success.
