If they are in the application. It is a must.

Depending on the officer, they may exempt or not.

To be serious, I saw a candidate being turned away asking if he was really serious.

I don't believe this. If I was the ICA officer, I'd say "I'm afraid that your family is crap out of luck and because you are being a silly twat, your application is rejected as well." After all, if you are applying for PR there is no excuse not to be able to bring them to the PR Interview. After all, they are supposed to be residing in Singapore in the first place."

Just to answer the original question around the e-appointment; I don't have enough knowledge to comment on the dependent pass requirement but assume SMS is right...

We had to bring our kids (and my wife!) to the e-appointment. At the appointment, they mainly do 2 things:
1) Verify that the copies you are supplying of your original documents match the original documents. They sign each document, much like a public notary in other countries verify the authenticity of copies.
2) They verify the people listed on the application match the documentation your submitting - i.e. it's really your kids in the passport photos, it's really your wife in her passport photo etc.

They don't otherwise comment, interview or do any kind of assessment during the e-appointment. Their only concern is that your PR application is complete, accurate and all documents are authentic.

As I know, you only can apply PR for your wife after you have a PR. But for your kids, you can apply for them under your application without dependent pass.

I submitted my PR application without my son because my son does not have passport at that time, but my application was turn down by ICA Officer. She asked my to get passport for my son and return to meet her after that. I got passport for my son and then submit our PR application then. But is still pending for 16 months now HAHAHHA

My son didn't join me on interview's day, only me. I asked ICA Officer should I bring my son along since he is only a baby, she said no need. Maybe if your kids are not infant anymore, you need to bring them along.
