I know of 3 condοs (West Coast area, south side and CBD) that allow only the resident to park.
This is controlled by IU registration and carpark label.
If the resident is a tenant, the landlord is treated as a visitor, and must park in the visitor lots when there.

Yes Calarasi and where I live now are the same and that is the correct way IMO.
