Nothing will move ICA. Your child Will be granted citizenship and, if you try hard, a visit visa for medical check ups. Unfortunately it's extremely unlikely even that type of LTVP will be granted. Foreigners have no right of entry, and her entry ban still has another 4 years or so to run.
Thanks for telling me that there is a chance for her to come back for delivery of baby. But I suppose that she has to be in sg at least 3 months before her child delivery. You can try to apply for visa for delivery but she must leave after delivery. Nothing will change that. Not even the baby.
It maybe 3 years before they consider LTVP. If you are lucky. Or wait out the 6 years.
Which country is she from ? CPF board has covered some costs overseas.

CPF was proposing use of Medisave for overseas medical treatment. You can go and check with CPFB.She is from PRC. What is this cpf cost about?.

I never seen them make exemption for white card case. Only for other cases. Sorry to say that.
Btw. If, a big IF, ICA allows, Airlines will accept if a doctor certifies.
