Who is the LL as of the signed TA? The husband alone or together with his wife? (assuming the joint ownership). What is the agreed handover date?

Small Claims Tribunal may be your best course if there is no refund.
I not lawyer/teacher/CPA.
You've been arrested? Law Society of Singapore can provide referrals.
You want an International School job? School website or http://www.ISS.edu
Your rugrat needs a School? Avoid for profit schools
You need Tax advice? Ask a CPA
You ran away without doing NS? Shame on you!

Well, I got the money.

1. Dont be so cynical. I agree there are such cases but not every case is the same.
2. The owner was def local, never ran away to SG.
3. The agent did not do much except begging. However, he never ditched our messages or calls and tried his best.
4. They delayed a lot. I did complain to his parent organization and they called the agent . And within 20 min of this call, the money was transferred. So to say that complains to his Agency does not work may not be true.

Congratulations!

But you know the relationship between agents and agencies right ?

Except two prominent ones, the other agencies don't bother with agent problems.
