Apply for Pass or Sign Contract first?

I'm very confusing about the process of getting a job in Singapore.
The first step must the job hunting then interview for a job and waiting for an offer.
Once you get a job offer, what is the following step?

I'm confusing about is that we can only sign the agreement/contract once we get the pass approved from the MoM or we should review the agreement and sign the contract before the company apply for the Pass?

Wish someone can answer my question !

Doesn't matter if you sign the contract before or after as all employment contracts are contingent/valid for foreigner, dependent on the employer successfully obtaining the relevant work pass for the employee.

Hi.. Just a quick question please.. My pass still in pending since Monday July 25 2016. I just wanna know, if its EMPLOYMENT PASS on the pass type, does it mean EP pass? or it could also mean SPASS?
How long does it take for the approval of SPASS if ever?

If you're seeing something official from the Ministry of Manpower, it does. The MoM uses "Employment Pass" to refer to, well, the Employment Pass. "S Pass" means S Pass. (Logical, isn't it?) "Work passes and permits" refers generically to all passes/permits issued to foreigners to grant work permission.
How long does it take for the approval of SPASS if ever?
Pass approval takes as long as it takes, or it never happens. Typically, lately, the Ministry of Manpower decides within a few months.
