To be fair TMD said "racial". This is a term I have heard Kiwi's using when they mean a conversation is now centred around race but is not necessarily bigoted or "racist".
For example:

Aussie: I had a married woman last night; man she had resisted my advances but I'm a celebrity so I won her over!

Kiwi: Yeah I had a white girl and I grabbed her pussy.

Aussie: Did the white girl come from NZ?

Kiwi: That's a bit racial mate. She was your sister.

See - the conversation isn't racist per se (but obviously sexist and demeaning to women) but the tone switches to a racial bias away from the sexual bias. It's a complicated usage of a not commonly used word but one I would like to see in more common usage because it denotes that the topic of race/nationalism/heritage is noted but no actual accusation of bigotry is being made.... yet....

If Africa is anything to go by , almost all the infrastructure projects are done using Chinese labour and materials with very little benefit to local workers and industry.

A good way for China to get rid of its excess capacity , give/loan countries money to buy there own stuff.
