If you message is still in your outbox it only means that the recipient hasn't open up his PM service and opened your message. As soon as it is seen by the recipient, the message will automatically be moved from the outbox to the sent box.

Or this may make more sense ...

If it stays in out box for too long,
a) recipient doesn't wanna open your message or
b) recipient hates you or
c) recipient forgot the password to login or
d) recipient doesn't know he / has to read personal messages or
e) recipient has expired / gone AWOL / Left Singapore for good .... or
f) recipient could be a troll.
