Classic move followed by a classic follow-up - they blurred out the name of the company on the right, and left the name of the person on the left.

You just need to zoom in on the reflection, undo blur, clean it up and enhance. Then search for a matching entry in the florists database for any purchases made based on the image's metadata, cross referencing the name against the banks' credit card transactions history on that day.

For most cases it is not really possible (that easily). Blurring is based on an averaging algorithms so unless you know the equations and it is based on "reversible" principles the original image can't be restored.

You may try to enhance (e.g. sharpen) the image based on the present gradients (e.g. finding edges). but if the information is not there then it is just not there and nothing can be done about.

original (single line, 6 pixels, single 8 bit channel): 100 150 254 50 5 0
blurred (based on an algorithm I just made up): 113 201 241 102 16 1
