Yes , sadly the Govt appears to like to run ethnicity based Politics and policies, probably some throwback to the past.

they no need to pay for tax, but we still need to file his tax as a record.

^^^The ICA says 3 year tax assessments. Not necessarily actually having to pay taxes. If your employer is on the Auto-Inclusion Scheme (an most are today) then you should have had an IR8e from the employer. Therefore it's easy enough to get a copy of your nil tax assessment from IRAS by request.
