Certainly there are other parameters at play to gauge one's suitability in integrating to the society.

Just to update, I got my application finally approved today from ienquiry after 10 months. I got a request to submit CV details of my parents and siblings last month through post and got the approval a month after. Thanks guys for the info here. As my daughter needs to enroll to P1 this year for next year intake, chances to get into local school is very low if we don't get our PR. Should they reject you , they will give you some advice on when to apply in the future.
