It is usually said by Western women being passed over for the more numerous (and often more fit and attractive) locals who lack a certain entitlement complex.
In my (vast) experience it was a simple numbers thing, as I like almost all women. In fact my first experience with an Africa woman was in Japan. There were maybe 1 in 2000 Western women to local women in our circles, including those who were not particularly attractive, or not single, or who had this kind of defensive mentality.
Funny how women back home still make asinine comments like 'So you like submissive Asian women..."). If they only knew the reality, as any Western guy married to one can attest to the contrary.

Right, or more simply, an educated woman who works in an office and is not a hooker. A single lady looking for a nice guy.
