Hairdressers operating in HDB Flat

Money is tight, tried several $10 for 10-min cut, not impressed. Anyone knows any good hairdresser operating from home in Hougang/Kovan area?

I realised from my experience that the HDB and cheap hair salons are not great, their skills are always lacking somewhere.

My recent haircut has been a disaster - I would choose to pay a bit to go to more reputable hair salons.
