Agree with BBCW, try the online renewal... do you have any other choice?
More context would be useful, your status, how long they were in SG, how long they had LTVPs, etc.
I'd be concerned that a)ICA will know their entire immigration status, and hence take a view, and b)the possibility of their LTVP status looking like a convenience for immigration purposes vs getting visas when they visit you. LTVPs are granted in order to help sustain family units in SG, in your shoes I'd consider whether the historic pattern of events suggests that's what they're facilitating. And if the applicants intend to fly in to collect renewals (if granted), then fly right back out again I wonder how ICA would look at that.
I can't access the current T+Cs for applying for renewals. It seems to need ID/etc input to get that far. But that would be my starting point for consideration. Then how you're going to argue they merit renewals when it seems they don't live in the country...
