Agents are not allowed to charge a recruitment fee from job seekers in Singapore. However, many work under the table with agents in your home country, where you pay them an arm & a leg and they slide a cut to the local owner here in Singapore under the table. It's illegal as hell and if they get caught they are in trouble big time. So, no, it not okay.
An most here are correct. Most company's don't have quotas because of the government cutting down the quotas and leave many companies with too many foreigners and the necessity of sacking some of them. It's not pretty here at the moment. If there are no quotas and Singaporean agents told you this, don't listen to your agents in your country. As soon as they get your money, guaranteed you will never see a job OR your money back. Run. As far away as you can and fast as you can.
