(Urgent Advice Needed) Can a PR + NR apply for PMLA
Dear All,
I am a Singapore PR and recently got engaged to my long-time boyfriend of 9 years. I started working in Singapore since July 2014 and intend to settle down here. Now the situation is, my fiance and I are planning to get married next year in February 2016, and before that, I need to know if I, as a PR and can go through Pre-Marriage Long Term Visit (PMLA) to apply for LTVP. The ICA website states only SC + NR.
Please share your thoughts on this. I really need to bring my fiance to Singapore so that he also gets a job here and then we get married in Feb. We have 12 months in hand to plan everything and not sure how and where to start, so just wondering if we are on right track by assuming PR+NR can apply for LTVP before marriage.

You mean you plan to get married in February, 2017, correct? Is that when you want to have the wedding celebration (with families and friends) or when you want to get legally married?
I think you misunderstand what the Pre-Marriage Long-Term Visit Pass Assessment is. It's merely an assessment, offered as a special service to Singaporean citizens (but unfortunately not to PRs) intending to marry foreign spouses. ICA assesses whether the foreign fiancé(e)/spouse would be likely to qualify for an LTVP after marriage. A "thumbs up" assessment means the future LTVP application will be expedited if made within one year of the assessment. The assessment is not a pre-marriage/fiancé(e) LTVP, and it's not an ironclad guarantee of a post-marriage LTVP.

Yes I meant Feb 2017 with Friends and Family. So this means, I will have to wait till we marry legally, only then can I apply for LTVP for my fiance?
I am currently earning 2800 SGD per month, have a Masters degree, Singapore PR. What are the chances that the LTVP application is successful for my fiance?

A lot of factors can affect or improve his chances of LTVP (I presume he won't work ?)
By the way, at 2,800 per month basic, the chances are low, very low, and that's my opinion based on experience.
Unofficially, basic pay for PR to get long term is above 4,000. And this is not mentioned anywhere in ICA website.
Where is your masters from ?
Where does your fiance hail from ?

My fiance is MBA in Marketing, with 2.5 years experience earning 1000SGD equivalent in Indian rupees per month. So if not through LTVP, does applying for short term pass makes sense to explore employment opportunities?

Are you a PR via family ties or you were offered it during your uni (local)? If family ties, for how long are you the PR? How old are you? I got my PR though my father, but after I turned 21, I renewed my PR application independently. Now I am 26. Haven't applied for citizenship yet.

She may be good to breed, but where is she from originally, that might put a different shading on the breeding factor.

It would be easier now if you already were a SC but 1y timeline to your wedding is likely too short for this route. Still don't know her ethnicity nor where her Masters is from. Could be from a reputed university. I only ask as it seems her salary is awfully low if she is holding a local university Masters. And his almost certainly is from a reputed university so don't think it will help too much.

I think the ethnicity may be assumed with a good chance of correct guess. BTW, how is it with the REP renewals for the 2nd gen adults? Any usual factors in play or much more relaxed criteria?

Honestly, x9200, I haven't a clue as I've never run up on a case of one wanting to stay pass the age of majority.
