I tend to doubt that. It's up to the Dutch government of course, but MediShield Life provides zero coverage anywhere outside Singapore. It's unlikely any foreign government would consider MediShield Life premiums to be income taxes in their tax codes, a typical minimum prerequisite in order to get a foreign tax credit or deduction.

That'd be nice if the Dutch government were so generous, and it's worth checking, but I wouldn't count on it.
