It can be any Asian country as our cards work for students or travellers, who will use it while studying or travelling in Europe. It is a bit difficult process to get a bank card in UK (for example ) for foreigners.

I was reading it as you are pushing your card for use in Asia.
Hence my question, if you consider countries like Myanmar or Philippines or Sri Lanka, the monthly fee will kill your product.
It will be really a no-go unless you offer different or lower fees in this part of Asia (except Singapore). And in Singapore, the competition is strong and do lot of promotion, Joint promotion and also lucky draws etc.
And in some Asian countries, the monthly fee you are charging is more expensive than a regular Macdonalds or KFC Meal - including a portion of rice.

Well, in which case I don't know why you are confusing with franchising.
You will target those Asian Students heading to Europe- that's it. Only those students.
Just go solo - why franchise ? Unless you have the idea of making money on money ..
