How to set up a SP and LOC without agent

Hi, I am DP holder (from EP) and would like to set up sole proprietorship to be able to apply LOC to MOM. Please kindly help on how to do so with cost efficiency. Just for info an agent just came back with cost $350 for SP and $600 for LOC, and for me this is unrealistic cost. Many thanks for your help on this matter. Regard, Reisa
