Do they scan finger prints of NZ passport holders coming in on a SVP? As for entry, since he got his IC, he got his finger print scanned - I would say - stay away from Singapore.
Generally they don't scan finger prints of anybody, but .. why would a NZ Passport holder - young NS Age chinese looking guy, be not noticed ?
