Should I apply for PR?

I am Malaysian, Chinese 24 this year. I came to Singapore since 1998, when I was 7 years old, all my education are educated in Singapore from primary school to Poly,Currently holding s-pass for about 3 years...I rarely go back to Malaysia, all these years I've been living in sg.. I never try to apply for PR, I'm afraid to get rejected... should I try to apply for PR?

Just apply. The worst they could say is no and you still have your S-Pass. Why didn't you convert all these years?
