Yep, you don't know for sure she will be rejected until she applies...

Has she actually tried applying for a visa yet? Likely to be rejected and being rejected entirely too different things. I don't see any real reason unless your parents "had" to give up their PR for some unlawful dealings. Otherwise, I know of no reason why a visa should not be given.

How long has it been between giving up their PR and trying to come back to Singapore?
