Yep, you don't know for sure she will be rejected until she applies...

Has she actually tried applying for a visa yet? Likely to be rejected and being rejected entirely too different things. I don't see any real reason unless your parents "had" to give up their PR for some unlawful dealings. Otherwise, I know of no reason why a visa should not be given.
How long has it been between giving up their PR and trying to come back to Singapore?

Has anyone else been asked to return their family member's Blue IC before applying for visit visa (due to re-entry permit lapse)? If so was the visit visa granted eventually?
