Doing something for someone with an expectation of a return is not charity, it's business.

Unfortunately you need to have something exemplary if from am Indian /IT background. There will be so many applicants that you have to do something to stand out. Intimately anybody can volunteer. I learned Mandarin too. But mine was three years at university level. A short course won't cut the mustard. Everything you did seemed geared towards getting PR than anything else. I think they saw through that. Their concern could be that after you get PR, the volunteering stops etc.

When we started advising PR applicants to "integrate more" by volunteering, we saw an influx of Indian workers suddenly signing up for several causes.

As a long time member of the PA (RC) I've seen my fair share of Indians who joined the RC's as Observers and continued until they received their PR and upon gaining PR, were never seen again, even though at that time they could convert their status to Executive Members. Once again, they abuse things until it burns everybody's bridges. And they wonder why they are so despised by a lot of locals.

Dear all,
Its me again. I reapplied after a few years again (Jul 2018) and got it approved end Nov 2018. I persisted and focussed on improving in what I could.
