Why is Jobs Bank only open to Citizens and PR's (not EP holders) when applying for a position?

You don't get it, do you? It is a government's initiative to protect the locals, who are unable to look for jobs on their own without the governement mollycoddling.

It's also a good source for EP holders as well, because a lot of companies put up their adverts there as required by law (when they actually want FT) but before they can advertise for FTs they have to put it up exclusively for citizens on Jobs Banks for 2 weeks first. EP holders need to watch those adverts and submit their CV the last couple of days before the advert comes "open" to the wider audience.
