I work for a large mnc and my manager has a potential position for me in Singapore. However HR currently have a policy that they will not sponsor visas for foreigners that are not already in the country. HR advised that if I had a PEP then it's ok as they do not need to break the policy.
How will MOM look at an internal transfer into Singapore but with a PEP and not an EP? I don't want to get into a situation where my PEP is expiring and they won't approve an EP because they thought I or the company were doing something dodgy.

If you can meet the salary requirements for an offshore application then MOM should be fine. PEP is tied to the individual, not the job (unlike EP). On PEP expiry (3 years) you would need to move to EP (or PR) which "should" be a formality given your salary level. I say should because 3 years is a long time in Sg, who knows what policies will be in place then.
Your HR policy seems a little limiting for a large MNC. Is that just for Sg?

Yeah it's a strange rule they brought in only for Singapore, especially considering we are expanding in the region.
