Actually it needs to be a significant amount of debt. For sure people with > $10,000 in phone and CC bills will find issues or that they have been declared bankrupt but in the OP's case his file has probably been sold to a collection agent who will find him and negotiate a payment at some point in some country.

I think it depends on whether or not they bankrupted you. If I understand correctly, they can impound your passport if you're bankrupt, or that could be for locals only. Anyway, if they did that then your debt and your passport will be linked with the resulting consequences for immigration exit/entry.
