If PM Lee ever so kindly to go out of his way to do that for you, why would ICA dare to deny his letter then?
(The only persons I can imagine PM Lee going that far for, are the Sabahan guides who single-handedly rescued the Singaporean students during the Kinabalu earthquake that killed their classmates.)

You gotta think: "Why would the prime minister entertain a request from a person he mostly doesn't know asking to be PR?" If he did that, what's the point then of having a whole government agency handling permanent residency?

If the Dept changes its mind based upon this letter, and with no additional information contained within/accompanying this letter , then what is the point of said department?

probably its through the constituency meet-the-people session held by the PM

However, the good news being, with a MP letter, ICA took another look, than refusing, though rejection letters came faster after that appeal, vs regular submissions and rejections.

For example, to override immigration guidelines in specific cases. Sort of what Lynx mentioned but probably had to be stronger yet not widely publicised. A donor giving free his blood for 20y to Singaporeans could be a good candidate.
