Lemme have a crack at answering that question:

Be Chinese Malaysian of child-bearing age (if not without a son), married and in a stable job making lotsa money but not in a position where an assignment to a country aside from Singapore is likely.

100% of Indian descent I know who applied got their PR.

Of course they made the basic conditions, like earning at least $10k a month for at least a few years (and paying the relevant taxes) with a MNC in a white collar job. The amount of income required increases with age.
