Something that doesn't figure on the list:

Being constantly fearful your country is going to be invaded, hence believing you should pay your leaders very generous remuneration in order that those tasked with protecting you are the best of the best.

then again, having a large armed force, in case of those countries that don't have a war, is a way of keeping people employed
