I believe there was something like that here in SG a very long time ago.
This have been cleaned up since then.

By the way, when I was in Moscow I was warned by Russians not to take those unofficial rides.
They also said to be wary of even the official looking taxis. :o

Ended up booking the airport taxi to the hotel and going back to the airport using the hotel taxi.
