It's also a case of having a pools of 1.2 billion souls to pick & choose from. There are bound to be many (by several times) suitably qualified (and not so) who are willing to go overseas for more or even equal bucks if they are possibly interested in immigration. So it stands to reason, that the total number of suitably qualified locals would be tiny by comparison and especially considering that Singapore considers itself a financial centre they would necessarily need to import the bulk of their backend staff to keep it running.
