I'm 29yrs Korean , male
I've been working in singapore for 4 years / IT / working same company
bachelor's degree / 4.3K /month / tax 3times
first time PR applying , rejected in 3 month.
and on the letter they mentioned that
" you may continue to reside in Singapore as long as your work visa is valid"
and never mentioned that apply few month later..
Does anyone knows what does it means? no more chance to apply PR anymore? or
can apply it again after re-applying period ?
and how long should i wait for re-applying?

Simply put, it means forget PR. They are not interested. You are welcome, however, to continue to work here on an employment pass as long as you can keep renewing it but you are not what they are looking for, regarding Permanent Residence. It sucks, but that's what it is.

I wouldn't say so bluntly.. but you can still try to apply may be a year later..
One thing to note that there should be some difference in ur application such as higher education or salary change, otherwise you might be seeing this letter again.

What have you done other than work here?
Do you do anything to show that you are "integrating" into the community and would be useful to the country as a Permanent Resident?
You can apply as many times as you want , however you have to apply with something different to what you offered the first time around as you have been told what you are offering now is not what they want.
Life is short, paddle harder!!

Nope.
It means that the person is progressing in his career that makes the difference. As it might show to the officer that there is potential in the person to grow/progress even further and would certainly contribute to the country/economy.
Moreover i am not saying that people with a very high salary would get rejected or approved.

I kind of agree to this point as well. In singapore, the govt always emphasize on integration and community development. So it might help in your case.

My take on the whole thing is that only if its judged that your career/life looks like it will have an endpoint in Singapore will they offer you PR.
If you are a highflyer or bottom feeder and your job looks like it will either take you out of Singapore or cease to exist here then I expect you to get rejected.

I think I learned exactly that in my owned failed PR bid a few years back, did it way too early. Having lived in several countries before arriving on these shores I hadn't done enough to show I had stabilised ourselves and even now I am only just matching the time spent here with that previously spent in HK.
In this regards, HK makes it much clearer, for example, to say you are not even eligible to apply until you've lived there 7yrs as a "Temporary Resident" with ID card.

Here's my 2 cents:
1. 4 years is not long enough to show/prove to the GOV that you are indeed want to settle down in SG.
2. Race: because you are not CHINESE, so your current salary is not high enough to qualify in the OTHERS group.
3. What was your salary 3 years ago? you must be able to show to them your salary is making significant and stable increment each year. A good example will be like 3 years ago someone's pay is 2200, over 3-4 years his/her salary increased to 4300 in the same company, that to me is a very good plus point !
